In her first year as National Chair of the Independent Monitoring Board (IMB), Elisabeth Davies brings together the findings of IMBs across both the prison and immigration detention estates in the 2023 IMB National Annual Report, published today (22 May 2024). HMP Grendon is a specialist prison providing therapy for prisoners with a confirmed personality disorder diagnosis. It is the only prison in the UK whose sole raison-d’être is therapy. In its latest annual report, the Independent Monitoring Board (IMB) for HMP Grendon highlights a range of problems centred around the prison’s inadequate infrastructure. However, it also reports that the prison has largely returned to its pre-Covid regime, with peer-reviews confirming that it continues to provide high quality therapeutic services.

The population of the prison rose by 64% from mid-2022 to mid-2023, placing increasing pressure on already overstretched staff and the deteriorating fabric of the building. In its 2023 annual report, the Independent Monitoring Board (IMB) for HMP Springhill highlights a number of concerns that are impacting prisoners’ chances of successful resettlement.

The 2023-24 reporting year was the first time short-term holding facilities (STHFs) in the south, west and South Wales have been monitored by an Independent Monitoring Board (IMB). The Board visited STHFs in Bristol and Cardiff airports and Poole, Portsmouth and Newhaven seaports in order to monitor how people were treated when detained, at a time when they may be highly vulnerable and anxious.

The Independent Monitoring Board at HMP Gartree has highlighted in its 2022-23 annual report that major works and further investment from the Prison Service is needed in order to ensure the prison is a safe, secure and humane environment for those living and working inside it.
