The 2023-24 reporting year was the first time short-term holding facilities (STHFs) in the south, west and South Wales have been monitored by an Independent Monitoring Board (IMB). The Board visited STHFs in Bristol and Cardiff airports and Poole, Portsmouth and Newhaven seaports in order to monitor how people were treated when detained, at a time when they may be highly vulnerable and anxious.
The Independent Monitoring Board at HMP Gartree has highlighted in its 2022-23 annual report that major works and further investment from the Prison Service is needed in order to ensure the prison is a safe, secure and humane environment for those living and working inside it.

The IMB at HMP Pentonville wrote to Minister Argar this week to escalate its ongoing concerns about a rat infestation in the main kitchen, the management of which it regards as a serious dereliction of duty regarding health and safety and food hygiene.
