HMP Lowdham Grange making improvements under control of the Prison Service, say independent monitors

HMP Lowdham Grange was a prison in crisis after the contract to run it was handed from one private company to another. However, conditions have improved since it was taken back into public control under HM Prison and Probation Service (HMPPS). Despite this, the Independent Monitoring Board (IMB) notes in its 2024-25 annual report (published today, 18 June 2025) that the prison still has problems with the use of drugs and insufficient mental health support.

The prison was the first in Britain to undergo a change of contractor. The change brought a raft of problems which were highlighted in the Independent Monitoring Board’s (IMB) report to the Ministry of Justice. The concerns sparked an unannounced inspection by Her Majesty’s Inspectorate of Prisons and following their highly critical report His Majesty’s Prisons and Probation Service (HMPPS) stepped in to take over the running of the prison. It is now being taken back into full public ownership.

Concerns for prisoner safety at Lowdham Grange prison

Safety is a serious concern at HMP Lowdham Grange, for the second year running, with three apparently self-inflicted deaths in three weeks, says the independent monitoring board (IMB). The IMB took the unusual step of publishing an annex to its 2022-3 report, alerting ministers to its concerns following the change of management of the prison.
